The committee will meet during the interim to create recommendations on ways to improve on current laws that regulate health care. EASLEY ANNOUNCES $547,500 GRANT TO WESTERN NC SCHOOLS &lt;/div&gt;&lt;div align="center"&gt;Funds will Help Develop and Improve Student Learning&lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;RALEIGH – Gov. Mike Easley today announced that the Appalachian Regional Commission (ARC) has approved a $547,500 grant for the Western North Carolina Education Network (WNC EdNET) initiative which will help develop and strengthen student learning through enhanced technology in six southwestern counties of the state. The grant will help provide students in southwestern areas of the state with high-speed, high-capability Internet and intranet services. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;“This project builds on a long history of collaboration among the educators in this part of our state and the Appalachian Regional Commission,” said Easley. “These ARC funds will help expand life-long learning opportunities and connect our southwestern counties to one another, as well as to the Internet and to educational resources.” &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;The ARC-funded school technology project involves 60 public school locations in six counties including Cherokee, Clay, Graham, Jackson, Macon and Swain, as well as the Qualla Boundary Reservation of the Eastern Band of Cherokee Indians. Along with the 60 sites, there are 10 additional locations at satellite campuses of TriCounty Community College, Southwestern Community College, Western Carolina University , as well as at local education agency district offices. The equipment will connect students, kindergarten through college, and instructors with the broadband technology infrastructure. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;“Through this initiative, students across the state will have the availability to tap into educational resources that will enhance their learning experience in and out of the classroom,” said Easley. “WNC EdNET is working to ensure we can achieve One North Carolina, where every student in every corner of every county of this state has the opportunity to develop the knowledge, talent and skill to help them succeed in global economy.” &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;Other partners in this announcement include the Golden LEAF and Cherokee Preservation foundations, the Southwestern Commission and the Western Regional Education Service Alliance. The two foundations have also secured funding for the project. &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;“High speed internet service is a must for a comprehensive education in the global economy,” said Sen. John Snow (D-Cherokee, Clay, Graham, Haywood, Jackson, Macon, Swain, Transylvania). “These funds will bring one of the best internet hook ups in the United States to 70 rural schools in the six most western counties of my Senate District. This technology will also provide the basis for new economic development in these counties.” &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;“This grant will help schools in rural western North Carolina compete with schools throughout the nation by providing them with up-to-date resources and equipment,” said Rep. Phil Haire (D-Haywood, Macon , Swain, Jackson). “The funds will provide the right tools to enhance learning for students in this area of our state.” &lt;/div&gt;&lt;div align="left"&gt;&lt;br /&gt;The Appalachian Regional Commission, established by Congress in 1965, works to support economic and community development in the Appalachian Region. The commission awards grants annually, from funds appropriated by Congress, to state and local agencies, economic development authorities and nonprofit organizations in the Appalachian Region, which includes all of West Virginia and parts of North Carolina, Alabama, Georgia, Kentucky, Maryland, Mississippi, New York, Ohio, Pennsylvania, South Carolina, Tennessee and Virginia. Easley signs bill to help n.c. veterans fight identity theft&lt;br /&gt; Legislation Mandates Free Freeze on Credit Reports for Active Military and Vets&lt;br /&gt;&lt;br /&gt;(Raleigh, NC) – Gov. Mike Easley announced he has signed into law House Bill 2883, “An act to protect military service members and veterans from identity theft.” Was signed by Easley on July 23.&lt;br /&gt;&lt;br /&gt;“Our veterans and those serving in the military who answer the call to keep our nation secure should not have to worry about their own financial security as victims of identity theft,” said Easley.  “This legislation will help make sure their important personal information does not end up in the wrong hands or ruin the good credit they have worked so hard to earn.”&lt;br /&gt;&lt;br /&gt;The new law says that members of the military service and veterans who may have been victims of a computer security breach will not have to pay the typical $10 fee to have personal financial information withheld from release by credit reporting agencies.  The bill was drafted after a laptop computer belonging to the U.S. Department of Veterans Affairs containing sensitive information on up to 26.5 million people was stolen in May.  The computer has since been recovered and investigators say the personal data has not been compromised, but veterans remain concerned about the integrity of their personal financial information.&lt;br /&gt;&lt;br /&gt;The law waives the fee for those who received notification from the Department of Veterans Affairs that their name was among the 26.5 million on the computer.  They need to submit a copy of the notification with their request to freeze their financial information to the credit reporting agency to avoid the fee.  The law is effective immediately and continues until July 1, 2007, or when the federal government implements its own program to pay for the credit reporting freeze for those veterans and others.&lt;br /&gt;&lt;br /&gt;“This is a great step forward to help our veterans and military families.  They deserve this added protection from identity theft which now threatens to damage their credit and good names,” said N.C. Attorney General Roy cooper, who pushed for the legislation. The mission of the task force included developing ways to better respond to disasters, developing a closer working relationship with legislative and executive branches when responding to state emergencies and also developing post-event policy guidelines that minimize future risk from disasters. The task force looked at responses to recent disasters, like Hurricanes Katrina and Rita, by FEMA to see what was current policy. They also where given a chance to hear from each other and to learn what individual state are doing as response to emergency situations.&lt;br /&gt;&lt;br /&gt;“With the projected increase in the number of hurricanes in the southern states in the next 20 years, North Carolina must be fully prepared to meet the emergency conditions caused by such disasters. I am particularly concerned with improving the response time for needed aid to the people of western North Carolina in the event we are again struck by hurricanes like Frances and Ivan in 2004.” said Representative Haire.&lt;br /&gt;&lt;br /&gt;Representative Haire is also serving as a member of the standing committee on Human Services and Public Safety.
